Why doesn't FAO organize ethanol fuel production in Mozambique?

Why wouldn't you just use that land to feed the people directly? If history is any indication, cash crops usually screw over the locals they're "supposed to help". The money from the cash crops generally ends up in the hands of middle-men and the people at the bottom of the chain get stuck in a vicious cycle of growing crops that make them no money.
