Do u think very high budget films are always better?

Do u think movies that spend more money on film production are better than movies that didn't spend that much money? For instance, Terminator 3, Pirates of Caribbean, Superman Returns, Indiana Jones 4, they spend more money than old ones, but are they actually better? For me no.
