Electronic harment victim?

Someone I know is being hared after a very unfortunate series of advents, he believes he’s now a victim of a biochip implant, as there is a change in electrical appliances when he walks near them, particularly thermostats. This has been going on for years and I’m the first person he’s come too for help. The problem is I don’t know how to help him. No useful information on the net. If you think you can help I’m happy to forward any details you need as he’s given me a stack of paper work about it. I've asked this question before, I appreciate it's hard to believe that something like this can happen. If you think my mate is crazy or paranoid PLEASE DONT try to answer as this situation is real.
